In the memo. for the Cabinet on the question
of a Committee ( see on 1420 ) I would ask briefly
at the end for a decision that Mil. Cont.
may be
waived on these Grants. It did not occur to
us that the Treas. would demand Mil. Cont. on
which all in part
these Grants, compensation for loss of
opium revenue, and we naturally did not mention
such a possibility to the Colony in announcing the
amount of the Grants. We cannot send corresp.
on
tnis subject to the Colonies, as it is too con-
troversial in tone, and reveals sharp differ
ences of opinion as between the several
Depts. of H.M.G. concerned. The demand for
Mil. Cont. in this case shews the absurdity
of the present system of contribution and affords
a strong argument for the enquiry we desire.
